William Justice is a popular US President on his way to an easy second term election. His campaign is targeted by a brutal assassin, and key members of the President's cabinet are murdered, causing serious doubt as to Justice's ability to continue campaigning. As the investigation progresses, it becomes clear that not only does the President know exactly who his attacker is, but that they share a dark history that threatens to destroy the future of mankind.
